According to the provisions of the Government Decision no. 295/2024 and of the Order of the Labor Inspectorate for the technical norms of use of REGES (in the process of publication on the date of communication, therefore changes may occur until 30.09.2025) the REVISAL information system will be fully replaced by the REGES-ONLINE platform (General Register of Employee Records – electronic version, operable online) managed by the Labor Inspectorate.
This amendment entails new reporting obligations for all employers, including for existing contracts.
- Exact place of work (full address, including in case of teleworking or hybrid work)
- Mode of work: teleworking / home work / hybrid / mobile / posting / physical presence
- Detailed working hours (working hours, breaks, rest)
- Type of contract and possible suspensions with periods and legal basis (including sick leave in the category of suspensions)
- Detailed salaries and bonuses, including allowances and recurring bonuses
Also as a new element, the employees shall have access in the REGES-ONLINE platform, strictly related to the individual registrations related to the period in which they worked for the company.
The enrolling all employers in REGES-ONLINE must be done by the 30th of September, deadline by which the employers must fill in all mandatory data for already active contracts and, where necessary, to conclude addenda if the elements to be reported are not clearly defined in the employment contracts. The employment contracts concluded after this date will have to be fully reported in REGES as soon as they are concluded, according to the requested structure.
We want to point out that, with the view to comply with the new reporting obligations, the employers might need to review the documentation applicable to their labor relations (employment contracts, internal policies etc.).
According to GD 295/2024, employers who do not enroll in REGES until 30.09.2025 or do not fill in the information within the legal term, can be sanctioned with fines between 5,000 and 20,000 lei.
