DECISION no. 476 of 16 June 2020 on extending the state of alert in Romania and the measures applied during this period to prevent and combat the effects of the COVID-19 pandemic

In the context of the extension of the state of alert in Romania by the Government Decision (“GD”) no. 476/2020 until July 16, 2020, the Government has adopted the following measures of interest:

  • the measure of quarantine / isolation at home is established for a period of 14 days for persons coming to Romania from countries that are not exempted from the quarantine / isolation measures;
  • the list of countries that are exempted from the quarantine / isolation measures shall be updated weekly by the National Institute of Public Health, every Monday, until 16:00 P.M, at the following web address: http://www.cnscbt.ro/index.php/liste-zoneafectate-covid-19;
  • persons who come to Romania from countries that are exempted from the quarantine / isolation measures, but who, before leaving the respective country have not stayed on its territory for at least 14 days, will enter quarantine / isolation at home;
  • persons who have left Romania and spend a period of less than 14 days in another country exempt from the quarantine / isolation measure or have spent a period of at least 14 days cumulatively in the countries exempt from the quarantine / isolation measure are exempted from quarantine / home isolation upon return to Romania;
  • among the categories of persons exempted from the provisions regarding the quarantine measure - and who do not show symptoms associated with COVID-19 - who entered Romania from countries that are not subject to the quarantine exception, the following are worth mentioning:

a) cross-border workers entering Romania from Hungary, Bulgaria, Serbia, Ukraine or the Republic of Moldova, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country prove the contractual relations with the respective economic operators;

b) employees of the Romanian economic operators who perform works, according to the contracts concluded, outside of Romania, upon their return to the country, if they prove the contractual relations with the beneficiary outside the national territory;

c) the representatives of foreign companies that have subsidiaries / branches / representations or agencies in Romania if, upon entrance in Romania, they prove the contractual relations with the economic entities that are operational in Romania;

d) persons entering Romania for activities of use, installation, commissioning, maintenance, service of equipment and technology in the medical, scientific, economic, defense, public order and national security, transport, as well as persons carrying out professional activities specific in the mentioned fields, if they prove the contractual / collaboration relations with the beneficiary / beneficiaries from Romania;

  • outdoor recreational and sports activities are allowed for groups of up to 6 people who do not belong to the same family / household;
  • private events in closed spaces are allowed with the participation of up to 20 people and in compliance with the rules of social distance;
  • private events in outdoor spaces are allowed with the participation of up to 50 people and in compliance with the rules of social distance;
  • the movement of people in cities is allowed in groups of pedestrians up to 6 people who do not belong to the same family / household;
  • passenger flights to / from countries subject to the quarantine / isolation exemption may be resumed;
  • flights by economic aviation operators to Belgium, France, Iran, Italy, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands, Spain, the United States of America and Turkey and from these countries to Romania are suspended for all airports in Romania;
  • the sale of goods and services in shopping malls, where several economic operators undergo their activities, is allowed, with the exception of restaurants, cafés, playgrounds, game rooms and cinemas;
  • economic operators that carry out gambling activities are allowed to undergo their activities, in compliance with the prevention norms established by ministerial order;
  • economic operators carrying out activities of outdoor swimming pools, gyms, fitness centers and spas are allowed to do so, in compliance with the rules of prevention;
  • activities in nurseries, kindergartens and schools will be permitted during the summer vacation, in compliance with the prevention rules established by the ministerial order.
